Step-by-step guide
Copy the link from the X app
Tap the Share icon under the post and choose Copy link. On some phones the option is inside "Share via…" — copying from there works too.
Paste it here in Chrome
Open this page in Chrome, long-press the input field and tap Paste. Then tap Download video.
Choose the quality
Tap the quality you want. Chrome shows a "Downloading…" bar at the bottom of the screen, followed by "Open" once the file is complete.
Find the MP4 in Downloads
Tap Open in the bar, or later open Chrome › ⋮ menu › Downloads. In a file manager such as Files by Google, the video sits in Internal storage › Download.
Show it in your gallery
Google Photos lists it under Library › Photos on device › Download; Samsung Gallery shows a Download album. Back it up there if you want it in the cloud.
Why this is tricky
Android does let you save files from a browser, but videos from X are not plain files: the app streams them in small pieces, so there is nothing to long-press and save. Many "Twitter downloader" apps fill the gap with ads and broad storage permissions. Chrome, which is already on your phone, can save the full MP4 straight to the Downloads folder.

Yes. In Chrome open ⋮ › Settings › Downloads and turn on "Ask where to save files". The next download asks for a location, including the SD card when one is inserted.
Chrome shows this when a file with the same name already exists in Downloads. Tap Download to keep both copies (the new one gets a number added), or cancel if you already have the video.
Some gallery apps only show camera folders by default. In Google Photos, enable backup or open Library › Photos on device › Download. If the folder still looks empty, restart the gallery app so it rescans storage.
